HUG Hive - Fraud countermeasures

As the Home Upgrade Grant Phase 2 (HUG2) scheme draws to a close, this page outlines the key fraud-related actions required from grant recipients. It’s designed as a reference point throughout the closure period and will be updated with the latest information. 

All grant recipients are expected to follow the timeline below to ensure a smooth and compliant wind-down of the scheme.

Key actions

  • Scheme closes: Monday 31 March 2025

  • Final deadline for fraud reporting: Tuesday 30 September 2025

  • Only significant cases should be reported after June

  • TrustMark reconciliation ends September

What you need to do:

  • Update your Fraud Risk Assessment (FRA) and Fraud Management Plan (FMP)

  • Complete and reconcile all TrustMark lodgements

  • Facilitate any site visits required for audit purposes

  • Report on all new and ongoing fraud cases

March

The HUG scheme will officially close on 31 March 2025

At this time you should:

  • begin updates to your Fraud Risk Assessment (FRA) and Fraud Management Plan (FMP)
  • submit final TrustMark lodgements
  • engage with the delivery partner's (DP) site visits, where applicable/requested
  • continue reporting any new fraud cases to the DP

April

  • The DP will update the scheme-wide Fraud Risk Assessment
  • Continue:
    • FRA and FMP updates
    • resolution of legacy or ongoing fraud cases
    • site visits
    • TrustMark lodgements
  • Monthly reconciliation of TrustMark lodgements begins
  • Start reviewing outstanding TrustMark records with the department

May

  • Finalise and submit any outstanding FRA and FMP updates
  • Complete any remaining TrustMark lodgements
  • Continue reconciliation and resolution of TrustMark records

June

  • Final month to report new fraud cases to the DP
  • Only significant fraud cases need to be reported to the DP from this point forward
  • Complete any remaining site visits
  • Ongoing reconciliation of TrustMark data

July

July 2025 is the final month to complete:
  • mandatory site visits
  • outstanding TrustMark submissions (due no later than Wednesday 2 July)
  • reconciliation of TrustMark data

August

  • Monthly reconciliation may continue where required
  • Prepare for final close-down and sign-off of all actions

Sept

  • Final deadline for reporting significant fraud cases to the DP
  • Final review and agreement of all outstanding TrustMark lodgements with the department
