More support for net zero thanks to Scottish Government grant scheme
Second round of Scotland’s Public Sector Heat Decarbonisation Fund is launched
A popular net zero funding scheme has launched for a second time offering grants to support local authorities, universities and arm’s-length external organisations decarbonise their buildings.
Phase 2 of Scotland’s Public Sector Heat Decarbonisation Fund will support the transition to net zero in Scotland's public sector buildings.
It follows the successful first round of the scheme which was announced in 2023 and has seen organisations transform the way they heat their buildings.
The funding, to be delivered by our teams at Salix, forms part of Scottish Government’s wider plan to decarbonise the country’s buildings. For further information including guidance notes, eligibility and criteria, please see our website here.
Scotland has set an ambitious target to become net zero by 2045.
Schools, offices, hospitals, libraries and homes will all need to improve their energy efficiency and install zero emissions heating to achieve this target.
Salix chief executive Kevin Holland said: “We feel privileged to be delivering this scheme on behalf of Scottish Government.
“We have seen how the first phase has made a difference to the way buildings are being used thanks to a range of heat decarbonisation and energy efficiency measures that have been installed.
“Scotland’s Public Sector Heat Decarbonisation Fund has already achieved significant work, but there is a lot more to do.
“Climate change is not standing still and together we can have an impact in reducing our carbon emissions and making a difference to our future.”

We have seen how the first phase has made a difference to the way buildings are being used thanks to a range of heat decarbonisation and energy efficiency measures that have been installed.
Under Phase 1 of Scotland’s Public Sector Heat Decarbonisation Fund, Scottish Government made £20m available for projects to decarbonise their heating systems.
Successful grant recipients included Perth and Kinross Council, South Lanarkshire Council, South Ayrshire Council and Glasgow Life.
Applications for the new phase will be invited when the application portal opens on Tuesday 29 April. The funding available will be announced at a later date.
Scotland’s Public Sector Heat Decarbonisation Fund will run alongside the Scottish Energy Efficiency Loan Scheme, which has been running since 2006 and offers zero interest loans for energy efficiency improvement projects.
