Eligible technologies

This is guidance for requesting technologies to be included in the eligible technology list for a Public Sector Decarbonisation Scheme grant application.

If you plan to include technologies that do not appear on the eligible technology list in your application, please discuss with our team prior to funding submission.  Please note, requests made during the assessment period and linked to a funding submission will not be considered.

Important Note: The request can only be submitted by a public body and must be linked to a funding submission.

Applicants should consider the following requirements for us to consider a proposed new technology:

• independent verification: approval from BRE (building research establishment) or from a similar verification body. The approval must confirm that the technologies save energy and carbon emission
• inclusion in SBEM: technologies listed in the simplified building energy model (SBEM) are likely to be supported. Evidence of inclusion in SBEM should be provided[1]
• operational use evidence: evidence is required to show the technology is in operational use, with case studies and a track record of rigorous testing and commissioning that support the design performance described in the manufacturer’s data sheet
• technology readiness: technologies that need research and development as part of the works are not suitable due to the uncertainty on cost, quality, and program, and will not be funded through the scheme. A minimum technology readiness level of 9 is required for consideration[2]

Provided that the technology adheres to the above minimum requirements, our teams will need evidence to show the following for the assessment of a new/novel technology:

• options appraisal: a thorough options appraisal must be undertaken to validate the selection of the technology, including a matrix assessment on capital, operational, and repair expenditure against other similar technologies
• comparison and preference: at the proposed site, in comparison to other similar technologies, the new technology must be preferable in terms of deliverability, feasibility, and cost-effectiveness
• operational lifetime: information on the technology’s operational lifetime must be provided

Our technical team will progress your request by completing a persistent factor review. We will develop some guidelines and/or rules around what minimum information needs to be provided at the time of the funding submission to support projected carbon savings.

• we will require 20 working days as a minimum to compete the above work. Please ensure that the technology’s request is made well in advance to a funding submission
