Information about Section 31 of the Local Government Act 2003

The Department for Energy Security and Net Zero (formerly the Department for Business, Energy and Industrial Strategy) provided Salix approval to allow Phase 1 Public Sector Decarbonisation Scheme projects that have been funded under Section 31 of the Local Government Act 2003 to have longer to complete. This gave Salix the ability to exercise discretion in approving practical completion dates up to 30 June 2022.

This section provides information to help grant recipients complete their project under Phase 1 of the Public Sector Decarbonisation Scheme by the grant end date. It provides a step by step guide that should be followed with the support of your relationship manager. Standard completions guidance

The standard completion guidance is to be used when Public Sector Decarbonisation Scheme projects are completed by the grant end date. Below is a step-by-step guide on the documentation and evidence to be gathered and sent to your Salix relationship manager upon completion of your project.

 

Guidance on other types of completion

Delayed completion guidance

The delayed completion guidance is to be used when Public Sector Decarbonisation Scheme projects will part-complete after the grant end date. 

Partial completion guidance

The partial completion guidance is to be used when the Public Sector Decarbonisation Scheme projects are unable to complete their agreed scope. This would be due to either completing partial but carbon compliant projects or by incurring permitted costs that make the project non-compliant against the scheme carbon criteria due to late cancellations.
