The primary focus of Digarbon is to provide £10m of loan funding for further and higher education institutions in Wales to reduce direct carbon emissions in public sector buildings. 

The primary goal of the scheme is to implement low carbon heating solutions and reduce heat demand. Projects must either include:

• Installation of a low carbon heating system, or 
• Installation of direct carbon saving energy efficiency measures, such as building fabric improvements (e.g., glazing or insulation) that enhance thermal efficiency.

The scheme also supports measures to aid the transition to low carbon heating system, enhance energy efficiency and increase renewable energy capacity.

Ar gyfer beth y gellir defnyddio cyllid Digarbon?

Prif ffocws Digarbon yw darparu £10m o gyllid benthyciad ar gyfer sefydliadau addysg bellach ac uwch yng Nghymru i leihau allyriadau carbon uniongyrchol mewn adeiladau sector cyhoeddus. 

Prif nod y cynllun yw gweithredu atebion gwresogi carbon isel a lleihau'r galw am wres. Rhaid i brosiectau naill ai gynnwys:

- Gosod system wresogi carbon isel, neu 

- Gosod mesurau effeithlonrwydd ynni arbed carbon uniongyrchol, megis gwelliannau i ffabrig yr adeilad (e.e. gwydro neu inswleiddio) sy'n gwella effeithlonrwydd thermol.

Mae'r cynllun hefyd yn cefnogi mesurau i gynorthwyo'r newid i system wresogi carbon isel, gwella effeithlonrwydd ynni a chynyddu capasiti ynni adnewyddadwy.

The interest is fixed at the current government borrowing rate of 2.15%. The rate will not change during the loan term.  The full loan including all interest must be fully repaid to Salix by 31 October 2049. 

A oes cyfradd llog, ac a yw'n sefydlog neu'n amrywiol?

Sut galla i wneud cais am fenthyciad?

No. Consultants can assist with an application but cannot apply on behalf of a public sector organisation. The application must be authorised and managed by the appropriate officer at the public sector organisation applying for the scheme. 

Applications which have been submitted by a consultant will be rejected.

A all ymgynghorydd wneud cais ar ran sefydliad sector cyhoeddus?

There is no minimum application size, as the scheme focuses on heat decarbonisation, there is a 'soft cap' where applicants should avoid marginal applications under £50,000 unless clear evidence is provided that other measures contributing to a higher project cost have been discounted. 

A oes isafswm y gellir gwneud cais amdano?

There is a ‘soft cap’ on the maximum application value where applicants can apply for funds up to £2.5m. Applications for funding greater than £2.5m are eligible but applicants must be aware this is not guaranteed to be funded, and at Salix we reserve the right to reduce the funding awarded depending on the funds available.

Only one application is allowed per organisation. 

Multiple measures and buildings can be included in one application provided that the application remains compliant.

It is advised to read all the sub questions that are listed under each main question in the application as these have been included as guides to submitting the best possible answer. Answers that provide a comprehensive and relevant response to the sub questions are more likely to fulfil the requirements of the main question.

Robust and fully evidenced applications are more likely to score higher during the assessment. If the application meets certain criteria but the evidence provided is insufficient, the technical assessors will reach out directly to the main contact who submitted the application with queries; please ensure that these queries are answered within three working days.

Feedback will be provided to all applicants on an application’s areas for improvement.

A fydd adborth ar gyfer ceisiadau aflwyddiannus?

Rhoddir adborth i bob ymgeisydd ar feysydd cais i’w gwella.

Applications will undergo initial delivery-based quality checks for eligibility and completeness before being progressed to technical assessment.  We aim to confirm whether applications have failed or progressed to stage two within two weeks of submission.

Applications will be ranked, and funding allocated according to the score achieved during the assessment process. To be eligible for funding, applications must achieve a minimum score of 65% across the application. Applications which do not meet the minimum requirements will not be considered for funding.

The technical review will be conducted by our energy, carbon and technical team and an external technical assessor who will provide added independent assurance that the project is deliverable, and the expected savings are reasonably achievable.  Our Salix energy, carbon and technical team and contractors aim to complete assessments between 6-8 weeks.  The complexity of the project may increase timescales.  As applications undergo the assessment process, applicants may be contacted for clarification on their application.  Applicants should ensure the main contact, or someone within the organisation is available to deal with any queries during this period. 

Applicants should endeavour to respond to any clarification during the assessment process within three working days.  Delays to responses may result in the failure of the assessment.

Pa brosesau fydd Salix yn eu dilyn i asesu ceisiadau?

Bydd ceisiadau'n cael gwiriadau ansawdd cychwynnol yn seiliedig ar gyflenwi i weld a ydynt yn gymwys ac yn gyflawn cyn symud ymlaen i asesiad technegol.  Ein nod yw cadarnhau a yw ceisiadau wedi methu neu wedi symud ymlaen i gam dau o fewn pythefnos i'w cyflwyno.

Bydd ceisiadau'n cael eu graddio, a chyllid yn cael ei ddyrannu yn unol â'r sgôr a gafwyd yn ystod y broses asesu. There is an option to repay loans early with no fee attached. Applicants must notify us three months prior to the collection date.

Yes, provided there is sufficient reasoning and a method to evidence the additional costs throughout the project delivery. Please include in your application what the additional costs are attributable to and why they have been included.
