Supplementary guidance on devolution deals

The West Midlands Combined Authority (WMCA) and the Greater Manchester Combined Authority (GMCA) are expected to receive an allocation of funding for decarbonisation as part of Government’s commitment to pilot trailblazer devolution deals. 

As a result, some public sector organisations within the Greater Manchester and West Midlands Combined Authority areas are ineligible to apply for funding via Salix for Phase 4 of the Public Sector Decarbonisation Scheme (PSDS).

Phase 4 of the Public Sector Decarbonisation Scheme is currently open to applications from eligible organisations.  

Please find a list below of the organisations within the West Midlands and Greater Manchester Combined Authority areas which are in scope of the trailblazer devolution deals. This means they are ineligible to apply for Phase 4 of the Public Sector Decarbonisation Scheme.

Those organisations ineligible to apply for Phase 4 are:

  • Local Authorities in each Combined Authority, including town and parish councils within these Local Authority areas. 
    • For West Midlands Combined Authority, this includes Birmingham City Council, Coventry City Council, Dudley Metropolitan Borough Council, Sandwell Metropolitan Borough Council, Solihull Metropolitan Borough Council, Walsall Council, and City of Wolverhampton 
    • For Greater Manchester Combined Authority, this includes Bolton Metropolitan Borough Council, Bury Metropolitan Borough Council, Manchester City Council, Oldham Metropolitan Borough Council, Rochdale Metropolitan Borough Council, Salford City Council, Stockport Metropolitan Borough Council, Tameside Metropolitan Borough Council, Trafford Metropolitan Borough Council, and Wigan Metropolitan Borough Council
    • Emergency Services
    • Community and mental health NHS trusts and foundation trusts (i.e. all non-acute trusts)
    • All schools in the state education system (i.e. maintained schools, academies, multi-academy trusts and free schools)
    • Further education institutions and colleges

If your organisation crosses the boundaries of the Greater Manchester and/or West Midlands Combined Authority area, you can submit an application to Phase 4 of the Public Sector Decarbonisation Scheme to fund buildings that are located outside of the combined authority areas only. Eligibility of buildings will be determined by the building postcode. This may include the following organisations:

  • Emergency Services
  • Community and mental health NHS trusts and foundation trusts (i.e. all non-acute trusts)
  • Multi-academy trust schools 
  • Further education institutions and colleges

Organisations within the Greater Manchester Combined Authority and West Midlands Combined Authority areas, that are eligible to apply for Phase 4 of the Public Sector Decarbonisation Scheme are:

  • Central Government departments and their arm's length bodies
  • Acute and cancer NHS trusts and foundation trusts
  • Higher education institutions – these must satisfy the eligibility requirements related to the Procurement Act 2023.

These organisations are subject to the full Public Sector Decarbonisation Scheme eligibility criteria, found in the Phase 4 PSDS Guidance Notes.
